How Rare is It for a Grand Jury not to Indict?

Nate Silver’s “538” website published an article yesterday on how rare it is for a grand jury not to indict, except, of course, when the question involves the indictment of a police officer.  (If you’re not familiar with Nate Silver, he made his fame by being uncannily accurate in his predictions relative to the outcome of state-by-state voting in the 2008 and 2012 U.S. Presidential elections. Before that he was an ace with respect to baseball sabermetrics.)
